The fact that most steel ladders are used in warehouses really makes rust not a big deal. There are steel ladders that are more likely to be exposed to water, such as dock ladders, step stools, pool ladders, and fixed ladders. To stop rust from being a problem, you could get these ladders made with stainless steel instead.

The weight issue isn't that much of a problem because most, if not all, of the big warehouse ladders are on rolling wheels. And the fact that these ladders aren't usually used near or around high voltage equipment makes its conductivity problem futile.
